Bill Keyes hitch-hiked to Washington twenty-nine years ago with a dream of participating in national politics and the public policy process. After working for a few years in staff positions on Capitol Hill, he served on President Ronald Reagan’s White House staff as a senior policy advisor. Later, he founded a national political action committee and a public affairs consulting business. Keyes incorporated the Institute on April 13, 2001 and received the determination of tax-exempt status in December 2001. On January 2, 2003, Keyes opened the doors of the Institute for Responsible Citizenship in Washington, DC. |
